A regular meeting of the Panola County Commissioners Court will be held Tuesday, March 29 at 1:30 p.m. at the Panola County Courthouse.

1. CITIZEN COMMENTS: This is for citizens to comment on any topic that is not on the agenda regarding county business. Members of the Court may respond to direct questions, but any action relating to this item must be placed on a later agenda.

2. STEWARDS’ REPORT: These are for informational purposes only. Any action to be taken on the basis of these reports will be included in a future action programme.

3. COUNTY JUDGE’S REPORT: This is for information purposes only. Any action to be taken on the basis of this report will be included in a future action programme.

a. To record a change in employment status for Karen England from Panola County Sheriff’s Department Communications Officer to Sheriff’s Secretary/Communications effective March 21, 2022 at the rate of $18.65 per hour.

b. To record a wage increase to $19.77 per hour for Panola County Roads and Bridges Department Operator Jacob Creech, Area #4 effective April 11, 2022.

vs. To record the termination of Lindsey Baker’s employment as Assistant District Clerk in the Panola County District Clerk’s Office effective March 25, 2022.

a. Approve and record a request for a notification letter indicating that Enterprise Products Operating, LLC, on behalf of BTA ETG Gathering LLC, has applied for a permit from TCEQ to discharge reverse osmosis effluent into the drainage ditch along the road of Panola County No. 301.

b. To record a default contract agreement letter from Bryan & Bryan Asphalt, LLC regarding road oil purchased by the Panola County Department of Highways and Bridges.

vs. To record a contract cancellation letter from Longview Asphalt, Inc. for asphalt materials purchased by the Panola County Department of Roads and Bridges.

D. Approve and register an application from South Murvaul Water Supply to place a 1″ water supply line within the Panola County Road #174 right-of-way.

a. Approve and register Amendment No. 7 to the 2022 budget.

b. Approve and Register Pro Rata Tobacco Settlement Distribution County Expenditure Statement – 2022.

vs. To register the Declaration of Officer and Oath of Office forms for PCSD Reserve Assistant Kimberly Denise Gray.

D. Approve and record the Panola County Treasurer’s Fourth Quarter Report for fiscal year 2021.

e. Authorize the county auditor to issue sealed bids for road fuel oil (cracking fuel oil). Tenders will be opened during the ordinary session of the Court of Commissioners scheduled for April 26, 2022 at 1:30 p.m. Specifications available from the County Judge’s Office, 110 S. Sycamore, Room 216-A, Carthage, Texas and the County Warehouse, 1121 E. Sabine, Carthage, Texas.

F. Authorize the County Auditor to issue sealed bids for asphalt materials for road maintenance. Tenders will be opened during the ordinary session of the Court of Commissioners scheduled for April 26, 2022 at 1:30 p.m. Specifications available from the County Judge’s Office, 110 S. Sycamore, Room 216-A, Carthage, Texas and the County Warehouse, 1121 E. Sabine, Carthage, Texas.

g. To register 2021 Certificate of Compliance Continuing Education from the County Treasurer’s Association of Texas for Panola County Treasurer Joni Reed; and Texas Association of Counties 2021 Membership Certificate.

CONFERENCE APPLICATIONS

a. Approve and register a conference application form for the following Panola County elected officials/employees: Panola County Auditor, Jennifer Stacy; PCSD Communications Officer Karlee Cohorst; Shakami Manning, Civil Process Assistant for the PCSD, and Joni W. Reed, Treasurer of Panola County.

5. Approve payment of current Panola County bills as prepared and submitted by the County Auditor.

6. Approve payment of the current Panola County payroll as prepared and submitted by the County Treasurer.

7. To hear Jennifer LaForge, Sales Representative, Unifirst Corporation, regarding Panola County Road and Bridge uniforms; and to discuss and act upon approval of a customer service agreement.

8. Discuss and take action when proclaiming April 2022 Child Abuse Prevention Month in Panola County.

9. Discuss and take action to proclaim April 2022 Sexual Assault Awareness Month in Panola County.

10. Discuss and act on passing Ordinance #2022-03 closing the last 1,027 feet of Panola County Road #1833.

11. Discuss and act by authorizing the County Judge to issue a Notice of Public Hearing for April 12, 2022 at 1:30 p.m. to place a stop sign at the intersection of Panola County Road 207 and Panola County Road 2091 pursuant to Section 251.152. of the VATA Transport Code.

12. Discuss and act by authorizing the County Judge to issue a Notice of Public Hearing for April 12, 2022 at 1:30 p.m. to place a stop sign at the intersection of Panola County Road #222 and Panola County Road 224 pursuant to Section 251.152. of the VATA Transport Code.

13. To discuss and act upon the cancellation of a rental agreement with Robert G. Fort III and his wife, Heather H. Fort for the dirt of Compound No. 3; and to authorize the county judge to send 30 days’ notice to Robert G. Fort III and his wife, Heather H. Fort regarding the annulment.

14. To discuss and act upon approval of a quote from Anderson Tractor for the purchase of a 12′ flexible fender cutter for use by the Panola County Department of Highways and Bridges, Area # ° 3

15. To discuss and act upon approval of a quote from Anderson Tractor for the purchase of a 10′ flexible fender cutter for use by the Panola County Department of Highways and Bridges, Area # ° 3

16. Discuss and act upon approval of a First Amendment Disaster Declaration for Panola County, Texas issued by the County Judge pursuant to Government Code Chapter 418.018(b).

17. Discuss and act upon approval of an election order for the Democratic/Republican runoff election.

18. To discuss and act upon approval of a quote from Pro-Level Plus, LLC. for Panola County Airport Foundation Repairs.
