A regular meeting of the Panola County Commissioners Court will be held Tuesday, March 1 at 1:30 p.m. at the Panola County Courthouse.

1. CITIZEN COMMENTS: This is for citizens to comment on any topic that is not on the agenda regarding county business. Members of the Court may respond to direct questions, but any action relating to this item must be placed on a later agenda.

2. STEWARDS’ REPORT: These are for informational purposes only. Any action to be taken on the basis of these reports will be included in a future action programme.

3. COUNTY JUDGE‘S REPORT: This is for information purposes only. Any action to be taken on the basis of this report will be included in a future action programme.

a. To register Whitney Harrison’s employment as a Communications Officer with the Panola County Sheriff’s Department effective March 1, 2022 at the rate of $16.06 per hour.

b. To record the resignation of Matthew Williamson as Detention Officer with the Panola County Sheriff’s Department effective March 4, 2022.

a. Approve and register an application by Comstock Resources to place a 10-inch pipeline borehole within the Panola County Road 3122 right-of-way.

a. Approve the minutes of the meetings of the Court of Commissioners held during the month of February 2022.

b. Approve and register the Affordable Care Act of 2022 Reporting and Tracking Service (ARTS) Renewal Confirmation Program Agreement between the Texas Association of Counties Health and Employee Benefits Pool and Panola County.

vs. Approve and register the annual Federal Fair Share Agreement and Certification Report between the Federal Government, Panola County Sheriff’s Department and Panola County for the fiscal year ending December 31, 2021.

D. Approve and register the annual Federal Fair Share Agreement and Certification Report between the Federal Government, Panola County Criminal District Attorney’s Office and Panola County for the fiscal year ending December 31, 2021.

e. Approve and register the annual Federal Equitable Sharing Agreement and Certification Report between the Federal Government, Panola County 1 and 4 Police Station Offices and Panola County for the fiscal year ending December 31, 2021.

F. Approve and register the annual Federal Equitable Sharing Agreement and Certification Report between the Federal Government, Panola County 2 and 3 Police Station Offices and Panola County for the fiscal year ending December 31, 2021.

g. Ratify and register the Chapter 59 Asset Forfeiture Report by Law Enforcement Agency for the Panola County Sheriff’s Department for the fiscal year ending December 31, 2021.

h. Ratify and register the Chapter 59 Asset Forfeiture Report by Law Enforcement Agency for Panola County Constabulary Precincts #1 and #4 for the fiscal year ending December 31, 2021.

I. Ratify and register the Chapter 59 Asset Forfeiture Report by Law Enforcement for Panola County Precincts #2 and #3 for the fiscal year ending December 31, 2021.

J. To record the financial statements of the Panola County Juvenile Probation Department for the fiscal year ending August 31, 2021.

k. To record the financial statements of the Panola County Community and Correctional Supervision Department for the fiscal year ending August 31, 2021.

I. To file Declaration of Office and Oath of Office forms for Panola County Emergency Services District #1 Board Member Gene Giles.

M. To file the declaration of office and oath of office forms for Glenn Hambrick, member of the Sharpe Field Advisory Board of Panola County Airport.

nm Approve and register Amendment No. 5 to the 2022 budget.

y. To register a Panola County General Certificate for the East Texas Housing Finance Corporation General Counsel.

CONFERENCE APPLICATIONS

a. Approve and save one or more conference application forms for the following Panola County elected officials/employees: Justice of the Peace for Panola County, Districts 2 and 3, Toni Hughes; Panola County Justice of the Peace Clerk, Precincts #2 and #3 Maria Hernandez; Clerk of the Justice of the Peace for Panola County, Precincts #2 and #3 Mary Sue Kiper; Holly Gibbs, Panola County Tax Assessor; Cassandra Brooks, assistant chief assessor/collector of taxes for Panola County; and Panola County Treasurer Joni W. Reed.

5. Approve payment of current Panola County bills as prepared and submitted by the County Auditor.

6. Approve payment of the current Panola County payroll as prepared and submitted by the County Treasurer.

7. To open sealed proposals for an Ad Valorem Automated Tax Collection System for the Panola County Tax Assessor-Collector. The proposals could be granted at a future court meeting.

8. Discuss and act upon County Judge David L. Anderson’s approval of enrollment of eligible county employees in the 2022 Cybersecurity Training Course hosted by the Texas Association of Counties.

9. Discuss and act on the approval of a special election order for May 7, 2022.

10. Discuss and act upon approval of an engagement agreement between Panola County and Hause Monnin Consulting.

11. Discuss and act upon approval of the cancellation of the initial subscription between Panola County, Texas and Vista Solutions Group regarding the Panola County Office of Elections; and to authorize the county judge to notify the company of the said cancellation.

12. Discuss and take action by proclaiming March 5, 2022 as Panola County Cleanup Day in Panola County.

13. Discuss and act on the approval of the interlocal agreement between Panola County and Shelby County, Texas regarding the allocation of 9-1-1 boundaries.

14. Discuss and act on the approval of Guardian Security Solutions, LC proposals for camera system upgrades.

15. Discuss and act upon approval of a maintenance agreement between Panola County and Sydaptic, Inc. regarding routine maintenance of the Panola County Detention Center.

16. Discuss and act upon approval of a Genesis eBonds License and Service Provider Agreement between Panola County and GenCore Candeo, Ltd. DBA The Genesis Group for Panola County Detention Center.

17. Discuss and act after approving the posting of a petition to close part (the last 1,027 feet) of County Road #1833.
