A regular meeting of the Panola County Commissioners Court will be held Tuesday, March 29 at 1:30 p.m. at the Panola County Courthouse.

1. CITIZEN COMMENTS: This is for citizens to comment on any topic that is not on the agenda regarding county business. Members of the Court may respond to direct questions, but any action relating to this item must be placed on a later agenda.

2. STEWARDS’ REPORT: These are for informational purposes only. Any action to be taken on the basis of these reports will be included in a future action programme.

3. COUNTY JUDGE’S REPORT: This is for information purposes only. Any action to be taken on the basis of this report will be included in a future action programme.

a. To record the resignation of Brianna Rabon as Assistant Clerk of the Panola County Assessor/Receiver’s Office effective May 20, 2022.

b. To record a wage increase to $19.77 per hour for Mark Harrison, Department of Roads and Bridges Operator for Panola County, Ward 3, effective May 23, 2022.

vs. To record a wage increase to $19.77 per hour for Panola County Roads and Bridges Department Operator Shane Hurley, Ward 3, effective May 23, 2022.

D. To record a change in employment status for Whitney Harrison from Panola County Sheriff‘s Department Communications Officer to Detention Officer effective May 7, 2022 at the rate of $15.36 per hour.

e. To register Marissa Harrison’s employment as a Communications Officer with the Panola County Sheriff’s Department effective May 7, 2022 at the rate of $16.06 per hour.

F. To register Kaylee Sparks’ employment as a Communications Officer with the Panola County Sheriff’s Department effective May 7, 2022 at the rate of $16.06 per hour.

a. To approve and register an application by Eastex Telephone Co-op to place a 1.72 inch line within the Panola County Road 328 right-of-way.

b. Approve and register an application by Rockcliff Energy to place 12-inch lines within the right-of-way for Panola County Roads 326 and 327.

vs. Approve and register an application by Rockcliff Energy to place 12-inch lines within the right-of-way for Panola County Roads 317A and 3171.

D. Approve and register an application by Comstock Oil & Gas Louisiana-LLC to place temporary 10-inch flat fracturing and drilling waterlines in the right-of-way of Panola County Roads 311 and 3101.

a. Approve the minutes of the Court of Commissioners meetings held during the month of April 2022.

b. To register Declaration of Officer and Oath of Office forms for Panola County Fire Marshal/EMC-Peace Officer Bryan Murff.

vs. Approve and register official bond and oath for Panola County Constable, Precincts 1 and 4 Jeff lvy.

D. To file Declaration of Officer and Oath of Office forms for Panola County Deputy Constable, Precincts 1 and 4, Kevin Lake.

e. To register Declaration of Officer and Oath of Office forms for Panola County Reserve Deputy Constables, Precincts 1 and 4, Billy Alexander, Chadd Gray and Jeff Scarborough.

F. Approve and record Amendment No. 10 to the 2022 budget.

CONFERENCE APPLICATIONS

a. Approve and register a conference attendance request form for the following Panola County elected officials/employees: PCSD Patrol Assistant Haley Grimsley; PCSD criminal investigator Hollie Mojica; and PCSD Dispatcher/Civil Secretary Hannah Smith.

5. Approve payment of current Panola County bills as presented and submitted by the County Auditor.

6. Approve payment of the current Panola County payroll as prepared and submitted by the County Treasurer.

7. Discuss and take action when proclaiming May 2022 Mental Health Awareness Month in Panola County.

8. Discuss and take action in assisting Panola College with road repairs at its rodeo team facilities under the authority of VTCA Transportation Code Section 251.015.

9. Authorize the County Judge to issue a legal notice regarding the auction commencing June 13, 2022 at 10:00 a.m. by LoneStar Auctioneers, License No. 12299 for the sale of vehicles and equipment previously declared surplus by the Court.

10. Discuss and act to declare the following used office equipment as surplus property: brown filing cabinet 01023; gray binder 00023; white binder; small table 00523; and two (2) wooden desks.

11. Discuss and follow up on the declaration of the following used electronic equipment as surplus property: twelve (12) monitors; five (5) desktop computers; two (2) laptop computers; two (2) typewriters; one (1) scanner; four (4) boxes of printer toner; and two (2) boxes of computer accessories.

12. Discuss and act authorizing the county judge to advertise sealed deals for used office equipment. Bid specifications are available at the County Judge’s Office, 110 S. Sycamore, Room 216-A, Carthage, Texas. Bids will open May 24, 2022 in a regular session of the Panola County Commissioners Court scheduled for 1:30 p.m.

13. Discuss and act authorizing the county judge to advertise sealed deals for used electronic equipment. Bid specifications are available at the County Judge’s Office, 110 S. Sycamore, Room 216-A, Carthage, Texas. Bids will open May 24, 2022 in a regular session of the Panola County Commissioners Court scheduled for 1:30 p.m.

14. Discuss and pursue approval of a proposal for Integrated Data Services for the EasyDocs application to digitize Court of Commissioners minutes for the Panola County Clerk‘s Office.

15. Discuss and act upon approval of a Tommy Holmes proposal for locked ballot storage cabinets and equipment for the Panola County Elections Office, which will be primarily funded by the Security Grant of the Elections Office.

16. Discuss and take action to help Sammy Brown Library with the cost of replacing track lighting.

17. Discuss and act upon approval of a proposal from La Grone Air Conditioning for a 10 ton air conditioning unit for Panola County.
