A regular meeting of the Panola County Commissioners Court will be held Tuesday, February 1 at 1:30 p.m. at the Panola County Courthouse.

1. CITIZEN COMMENTS: This is for citizens to comment on any topic that is not on the agenda regarding county business. Members of the Court may respond to direct questions, but any action relating to this item must be placed on a later agenda.

2. STEWARDS’ REPORT: These are for informational purposes only. Any action to be taken on the basis of these reports will be included in a future action programme.

3. COUNTY JUDGE’S REPORT: This is for information purposes only. Any action to be taken on the basis of this report will be included in a future action programme.

a. To register Mark Harrison’s employment as an Operator with the Department of Highways and Bridges in Panola County, Borough #3 effective February 16, 2022 (pending drug and physical testing) at salary starting at $18.89 per hour.

b. To register Bobby Henley’s employment as a temporary operator with the Panola County Department of Highways and Bridges, Borough #3, from February 28, 2022 through September 8, 2022 (pending drug testing and physical examination) at the rate of $19.77 per hour.

vs. To register Karlee Cohorst’s employment as a Communications Officer with the Panola County Sheriff’s Department effective February 12, 2022 at the rate of $16.06 per hour.

D. To register the retirement of Denise Gray as a Civil Procedure Deputy with the Panola County Sheriff’s Department effective February 28, 2022.

a. To record the January 2022 Treasurer’s Report for the Panola County Treasurer’s Office.

b. To file the January 2022 Fund Balance Report for the Panola County Auditor‘s Office.

vs. Approve and register the official bond and oath of Panola County Assistant Auditor Macaria Janet Barnett.

D. Approve and save Amendment No. 4 to the 2022 budget.

CONFERENCE APPLICATIONS

a. Approve and save one or more conference application forms for the following Panola County elected officials/employees: Clerk of the Justice of the Peace for Panola County, Precinct #1 & #4 Raven Wallace; James Young, Panola County Emergency Management Coordinator; and Panola County District Clerk Lindsey Smith.

5. Approve payment of current Panola County bills as prepared and submitted by the County Auditor.

6. Approve payment of Panola County payrolls as prepared and submitted by the County Treasurer.

7. Discuss and act on the approval of food item forms for bids solicited to purchase food items for the Panola County Detention Center.

8. To appoint Rose Helen Reid, Carl Anderson, Mark Manning, Sharon Ivey and Steven Hill to the Sex Business Orders, Permits and Licenses Appeal Board for a one-year term beginning February 27, 2022 and continuing ending February 27, 2023.

9. Discuss and act on the declaration of over 200 tires as surplus property for the Panola County Department of Roads and Bridges.

10. Discuss and act upon approval of a proposed election agreement between Panola County Freshwater District #1 and Panola County.

11. Discuss and act upon approval of a proposed election agreement between Panola College and Panola County.

12. Discuss and act on the acceptance of the Marty Johnson Hangar #14 lease termination agreement; and to approve the hangar lease agreement between Panola County and James D. Woods for Aircraft Hangar No. 14 at Panola County Airport-Sharpe Field.

13. Discuss and act on approval of a quote from Associated Supply Company, Inc. for the purchase of a Case 580SN backhoe for use by the Panola County Department of Roads and Bridges, sector 3.

14. Appoint one (1) member of the Panola-Sharpe County Airport Grounds Advisory Board for a two-year term beginning February 16, 2022.

15. Appoint one (1) member to the Panola County Emergency Services District #1 Board of Directors for a two-year term beginning February 16, 2022.

16. Discuss and pursue approval of a Texas State Library and Archives Commission microfilm storage contract for county and district offices.

17. Discuss and act upon approval of a quote from Fish & Still Equipment Inc. for the purchase of two (2) Rhino 3150 15′ Flex-Wing Bushhogs for use by Panola County Road and Bridge Department, Precinct #3 .

18. To consult with counsel pursuant to Section 551.071 of the Texas Government Code regarding Panola County c. Purdue Pharma, Inc., et al.

19. Consider allowing the county judge to enforce the order regarding the settlement offers in the Texas multidistrict opioid litigation case for the county in Panola County v. Purdue Pharma, Inc., et al., MDL PRETRIAL CAUSE NO. 2018-63587, in Harris County 152nd District Court.
